FCA SERVICES
Nelson Engineering Co. uses a proven, established process to perform FCAs for our clients. In 2000, we developed our assessment process for NASA, Air Force and Navy clients. We modeled our process on Naval Facilities Engineering Command (NAVFAC) guidelines published in NAVFAC MO-321 (Facilities Management) and MO-322 (Inspection of Shore Facilities), which was the standard for performing real property assessments at the time. Our assessment process has evolved based on continuous FCA experience and application of ASTM International Property Condition Assessment and other professional guidance. In 2013, our expertise was expanded to include the U.S. Army Corps of Engineers (USACE) Construction Engineering Research Laboratory (CERL) developed BUILDER Sustainment Management System (SMS).
